Background
Pursuant to the National Environmental Policy Act, Nuclear Watch New Mexico, Savannah River Site Watch and Tri-Valley CARES successfully sued the National Nuclear Security Administration (NNSA) over its failure to complete a required nationwide “programmatic environmental impact statement” (PEIS) for its most costly program ever – the expanded production of plutonium “pit” bomb cores.
No future production is to maintain the safety and reliability of the existing nuclear weapons stockpile. Instead, all pit production will be for new design nuclear weapons.
To meet its enforced legal obligation, the NNSA is holding two virtual “scoping” hearings to evaluate impacts over a 50-year period, through approximately 2075:

Suggested Comments:
- We need reduced and alternative operations instead of expanding nuclear weapons production. The NPT, the 1970 Nuclear Non-proliferation Treaty that the US signed onto, mandates disarming nuclear weapons. The US needs to lead by example, not provoke a new nuclear arms race. How will this escalation provoke counter escalation by Russia and China? People want peace, not nuclear war. Deterrence is a myth and can not be relied on to prevent global annihilation of all life on earth.
- New Plutonium Pits are unnecessary. They will not be used to refurbish or fix existing weapons. They will instead be used for new nuclear weapons designs, which people are opposed to and which could increase pressure for resumption of nuclear weapons testing. There have been repeated protests over many years at nuclear production sites, such as in Kansas City MO, Los Alamos NM, Livermore CA, and numerous other nuclear sites.
- Re-use of existing Plutonium pits must be considered a credible alternative. The nuclear weapons laboratories have not proven that the thousands of existing pits in storage can not be reused.
- The only repository for nuclear waste now is WIPP, the Waste Isolation Pilot Plant in New Mexico.By state permit, this is for legacy waste, waste from the past production of nuclear weapons, not new plutonium bomb waste. Where will all this new waste go over the next 50 years? Also, transporting deadly plutonium from site to site will place communities at risk along the routes. Our environment has already been contaminated by nuclear bomb tests in Nevada and the Marshall Islands. Why add to it and increase cancer rates and other health problems?
- NNSA is mandated by law to by go through a thorough PEIS process. Production of new plutonium pits and new nuclear weapons will cost an enormous amount of money. We need to fund human needs, housing, education, health care, and solve the climate emergency.
