H.Con.Res.38, introduced by Rep. Thomas Massie (R-KY) and co-sponsored by Rep. Ro Khanna (D-CA), would block any unauthorized use of military force against Iran, affirming that only Congress can authorize war.
RootsAction Condemns US Aid for Israel to
Attack Iran;
Urges No US Involvement in the Conflict
Hanieh Jodat / Roots Action
(June 19, 2025) — Over the past few days, the conflict between Israel and Iran has escalated dramatically, plunging the world into one of the most dangerous and volatile moments for global security in a generation.
What makes this moment especially alarming is its timing: the Israeli airstrike occurred just one day before Iran and the United States were scheduled to resume negotiations on the Joint Comprehensive Plan of Action (JCPOA)—the nuclear agreement that President Trump unilaterally withdrew from in 2018.
According to France 24 and IAEA sources, this round of talks held the potential for re-engagement and a path toward de-escalation. Now, that possibility has been severely damaged if not destroyed.
The risk of broader regional escalation is no longer hypothetical—it is unfolding before our eyes. And with two nuclear-armed states, and the US deeply entangled, the threat of nuclear confrontation is disturbingly real.
Legislative Response
In the face of this crisis, a bipartisan group in Congress has taken action:
- In the Senate, Bernie Sandershas introduced the No War Against Iran Act (S.2087), and Sen. Tim Kaine has filed an updated War Powers Resolution (S.J.Res.59)—both of which aim to reassert Congressional authority and urge the President to pursue diplomacy over military confrontation.
- Con.Res.38, introduced by Rep. Thomas Massie (R-KY) and co-sponsored by Rep. Ro Khanna (D-CA), would block any unauthorized use of military force against Iran, affirming that only Congress can authorize war.
- Diplomatic collapse and greater regional instability
- Civilian suffering across the Middle East
- A regional war involving at least one nuclear-armed country, Israel, that could spiral out of control
- Destruction of nuclear facilities with long-term environmental risks
- Further incentives for proliferation
