(September 6, 2023) — In January 2023, Representative James McGovern of Massachusetts introduced House Resolution 77, which aims to embrace the aspirations and provisions outlined in the Treaty on the Prohibition of Nuclear Weapons.

Championed by Representative McGovern and joined by Congresswomen Barbara Lee, Eleanor Norton, Pramila Jayapal, and Congressman Earl Blumenauer, this resolution has been submitted for consideration by the Committee on Foreign Affairs and the Committee on Armed Services. At its core, the resolution calls upon President Biden to give his complete endorsement of the objectives and mandates delineated in the Treaty.

By prioritizing nuclear disarmament, the resolution envisions this commitment as the cornerstone of U.S. national security policy. It further urges the United States to assume a prominent role in spearheading a global initiative aimed at pulling the world back from the precipice of nuclear confrontation and averting the ominous specter of nuclear warfare.

At present, a coalition of 38 House co-sponsors has rallied around this piece of legislation.

H Res 77 calls on the President to embrace the goals and provisions of the Treaty on the Prohibition of Nuclear Weapons and make nuclear disarmament the centerpiece of the national security policy of the United States; and calls on the Secretary of State, the Secretary of Defense, and all other Federal and congressional leaders to:

  • actively pursue negotiations on a new, bilateral nuclear arms control and disarmament framework agreement with the Russian Federation and with China and other nuclear-armed states for the verifiable, enforceable, and timebound elimination of global nuclear arsenals;
  • renounce the option of using nuclear weapons first;
  • end the President’s sole authority to launch a nuclear attack;
  • take the nuclear weapons of the United States off hair-trigger alert; and
  • cancel the plan to replace the nuclear arsenal of the United States with modernized, enhanced weapons.
